According to a plan released by the National Health Commission (NHC), the State Administration of Traditional Chinese Medicine, and the National Bureau for Disease Control and Prevention, each Chinese resident will have a dynamically managed digital health record and a full-featured electronic health code by 2025.
The three departments jointly issued the “14th Five-Year Plan” National Health Informatization Plan.
The national health informatization plan
The proposed goal in the Plan is that in three years, China will originally build a unified, authoritative, and connected national health information platform support and guarantee system, and essentially achieve full coverage of public medical and health institutions and national health information platforms.
The China Plan makes it clear that taking the popularization and application of residents’ electronic health codes as the starting point, it will create a unique main index for residents based on ID card numbers and supplemented by other ID card numbers and promotes one code universal. The Plan proposes the establishment of a centralized, unified and efficient emergency command-assisted decision-making system to enhance the emergency response ability of the epidemic and the level of accurate prevention and control.
The electronic health code in China
In China, Databases such as community information, residents’ electronic health records, electronic medical records, and essential resources have been improved. Digital health services have become a crucial part of the health care service system, and each resident has a dynamically managed electronic health file and a fully functional electronic health code.
Health code is a vital creation in the field of “digital anti-epidemic” in China since the outbreak of COVID-19. The country’s first provincial health code was launched as early as February 2020, in Zhejiang Province, and based on the development of mobile Internet technology, this mobile phone-based prevention, and control method has been quickly extended to the whole nation.
But, currently, most health codes in China are primarily passed within the province. From a nationwide level, it is common that interregional health codes are not shared and recognized.
China has asserted that under the premise of ensuring network security and protecting personal information, they will promote cross-provincial inquiry of electronic medical records and residents’ electronic health files, hence facilitating the health code in China.
The application of the health code concerns travel, and also services in areas such as online medical care and health care. And its implementation will improve the quality of care in China.
